Trustee Term Length Issue: YK1 & YCS

The GNWT's Department of Education, Culture and Employment (ECE) has presented Yellowknife Education District No. 1 (YK1) and Yellowknife Catholic Schools (YCS) with three options as it relates to the length of Trustee terms: 

  1. ECE amends the Education Act to extend Trustee terms to four years. YK1 and YCS hold one-year term elections in 2021 and then synchronize their election cycles with the City from 2022 onwards
  2. ECE amends the Education Act to extend Trustee terms to four years with a temporary five-year term bridge, YK1 and YCS hold five-year term elections in 2021 and then synchronize their election cycles with the City from 2026 onwards
  3. ECE amends the Education Act to extend Trustee terms to four years. YK1 & YCS hold a plebiscite vote asking voters if they agree to extend Trustee terms to four years. If unsuccessful, option 1 or 2 would need to be explored

Both school boards are requesting an amendment to the NWT Education Act to extend Trustee terms from three to four years. In October 2018, a by-law to increase the term of office for Yellowknife City Council from three to four years was approved by voters during the municipal election. Both school boards are now asking the Minister of Education to amend the NWT Education Act for a similar change in order to remain in synchronization with municipal elections. The primary rationale to align terms of office is related to costs for elections such as enumeration, promotion and coordination.
